Any conclusion in the appeals board granting or denying a petition for reconsideration or affirming, rescinding, altering, or amending the initial results, get, or final decision adhering to reconsideration shall be created by the appeals board rather than by a hearing officer and shall be in writing, signed by a majority on the appeals board users
